Ad­min­is­tra­tion Di­vi­sion

The Administration Division is the central in-house service division of the Paul-Ehrlich-Institut (PEI). Its key function is to ensure that the necessary structural, technical, financial, and personnel conditions are in place to enable the Paul-Ehrlich-Institut to perform its duties effectively. On account of the large number of tasks and special technical demands involved, this division currently includes seven units with around 200 total staff members.

Human Resources Unit

This unit is responsible for the strategic and timely provision of human resources throughout the institute. In addition to strategic HR planning, its work includes staff recruitment, support for existing staff, provision of employee services, and the implementation of training and internships. Personnel development geared towards the challenges of the future is essential for an organization to thrive as a whole.

Procurement and Logistics Unit

This unit acts as the internal service provider for procurement, logistics, and infrastructural facility management at the Paul-Ehrlich-Institut. The Procurement and Logistics Unit’s responsibilities include the purchase of goods and services, material management, document management, and facility management.

Technical Services Unit

This unit ensures that the necessary structural and technical conditions are in place to enable PEI staff members to perform their duties. It operates and manages the 110,000 m² PEI campus, which consists of ten individual buildings, including high-security laboratories up to biosafety level S 3. The Technical Services Unit keeps highly-complex building service facilities operating 24 hours a day. These systems encompass ventilation, electrical engineering, supply and disposal of media, lab technology, and building automation. Together with the Hesse State Office for Construction and Real Estate (LBIH), the unit supervises state-of-the-art construction and building maintenance projects that meet the latest scientific requirements.

Information Technology Unit

This unit maintains, develops, and operates the institute’s IT infrastructure. This infrastructure enables staff members to perform their duties in the areas of regulation, research and administration with the aid of high-performance and secure IT equipment and applications. The unit plays a central role in the implementation of digitalisation, which is demonstrated by the existence of uninterrupted, electronically-networked process chains linking all participants. Examples include projects such as portals for the electronic submission of marketing authorisation applications and subsequent procedures and a laboratory information and management system. In order for institute processes to run smoothly and develop further, a modern, high-performance IT infrastructure is necessary. All IT projects within the Paul-Ehrlich-Institut are coordinated in the IT Unit. IT staff members are also responsible for providing technical support for software applications for electronic submission of batch requests and databases of PharmNet.Bund.

Occupational Safety and Health Protection, Laboratory Assistance Unit

The unit ensures occupational health and safety, as well as biological safety. Working with infectious materials and hazardous substances in secure genetic engineering areas requires a variety of different measures to protect staff members. Occupational safety, fire safety, and protection from radiation and infection must all be taken into account. The central sterilisation facility is responsible for the cleaning, decontamination and inactivation of animal cages, laboratory glass and consumables. A wide range of rules and regulations regarding hazardous substances, waste management, and environmental concerns must be observed and the relevant supervisory and licensing authorities must be coordinated with. The unit also organises occupational health management and healthcare measures within the Paul-Ehrlich-Institut.

Organisation Unit

As is typical for any organization unit, this unit’s staff has thus far been geared primarily towards designing organizational management systems and the development and evaluation of staff openings in accordance with the German federal collective bargaining agreement for public service employees (Tarifvertrag Entgeltordnung Bund, TV EntgO Bund) ) and the policies of the Municipal Association for Administration Management (Kommunale Gemeinschaftsstelle für Verwaltungsmanagement, KGSt). However, the scope of this unit’s duties should be gradually expanded and enhanced. Organisational management is following in the footsteps of classical organisational tasks and is growing in importance. This type of management includes not only the implementation of organisational development measures, but also work on issues surrounding structural and procedural organisation and on strategic themes related to planning and management.
